Welfare is concerned with meeting human needs for such things as food, shelter and clean water, preventing absolute and relative poverty and providing health, education and other services. Pete Alcock (2003) divides welfare provision into four sectors which will be discussed in this essay.
The informal sector is informal care provided by friends, relatives or neighbours. The strengths of the informal sector are that it is free and therefore saves money for the state which reduces dependence of the state sector, another strength is that the care is personal and may therefore be tailored to meet the needs of the individual. However there are many disadvantages of informal care as there is no regulation of the competence of training of providers. The recipients are vulnerable to abuse by the provider as there is nobody to check. The provision of informal cafe can also place a significant burden on providers. Feminists criticise informal care as disadvantaging women as women do most of the care and contributing to patriarchy by limiting women's opportunities. However new right theorists favour this sector as it saves moms for the state as they are hostile to state expenditure.
The voluntary sector consists of organisations, usually charities which provide welfare and are set up to deal with social problems such as old age, poverty, homelessness or child abuse. Advantages of the voluntary sector are that it employs trained staff as well as volunteers, it is professionally organised, it reduces dependence on state funding as the sector's income does not come primarily from the state. One problem with the voluntary sector is that it's funding is not always guaranteed so it cannot always provide continuity of service. Market liberals support this type of provision because it reduces reliance on state funding and encourages individual responsibility and community involvement.
