After visit from feds, Christie rethinks rail tunnel

In this article, it is reported that the New Jersey Governor was persuaded to change his mind over the termination of the multibillion dollar Hudson River commuter rail tunnel. Governor Christie announced on Thursday 7th October that the $8.7 billion project started by his predecessor “was cancelled due to expected cost overruns” in a news conference. He says New Jersey could not afford the projected overruns.

After a meeting with U.S. Transportation Secretary Lahood on Friday 8th October, the governor reportedly agreed to consider “several options to potentially salvage a trans Hudson tunnel project”. The NJ Transit Executive Director is tasked to work with U.S Department of Transportation staff to review these options over a two week period.    

I have chosen this article for the media journal assignment because it is highly relevant to our class discussion on federalism in the United States following a reading of Rosenbloom and Kravchuk’s chapter 3 on the issue as well as the main thrust of one of the journal article readings. Although the sate of New Jersey has constitutional authority to provide the tunnel, the project was initiated for implementation in conjunction with the federal government. The latter was responsible for $3 billion of the $8.7 billion budget. This is indeed a specific example of “project grants” described in the Rosenbloom and Kravchuk textbook.

In their paper: another look at bargaining and negotiating in inter-governmental management, Agranoff and McGuire contend that ´administrative federalism in the United States is highly transactional”   in that “public administrators representing different governments have been able to use bargaining and negotiation as frontline approaches in the implementation of intergovernmental programs for most of U.S history”.
