Reactive Patrol Response
One of the patrols that are police departments do is called a reactive patrol.   A reactive patrol is a patrol that is when a police officer responds to specific requests to calls and follows up investigations.     An example of this is when an officer responds to a domestic violence call.   Someone has called either the police station and requested the officer, or they called 9-11 which would bring a response from an officer.   As far as follow up to investigations, when a crime is committed and there are loose ends on the investigation, they may have to do a follow up, and that is when the reactive comes into effect.   The difference between a proactive and reactive is, instead of responding to a call, the officer is out on the streets acting on their own initiative to gather information about crimes in the area they patrol, and how to suppress it.   An example of this is the officer, getting out there, and meeting people in the community, so that they build a rapport, and make the community members want to help solve crimes, and give information on people who are bad for the community.   If the functions of a police agency are limited in communities, I believe there would be more crime and issues at hand. Just a handful of local police or community agencies are not equipped to handle certain issues.   Some agencies like the Department of Homeland Security handle issues with terrorism.   Local agencies work on issues with domestic terrorism, just not on a scale that the Department of Homeland Security does.   If they take all of the cases of possible threats to be investigated out of the local jurisdictions, then the opportunity to commit domestic terrorism is easier.   By taking certain things out of local agencies, other things like crime rates, because things like gang task forces could be handled by FBI, or other agencies.   Crime and other things would be easier to commit by limiting the functions of...
